I don't think your stamina "goes up". It just doesn't drain as quickly as you improve cardio
In terms of building, when you're out scavenging you'll run across material packs like anything else (food, meds, etc). When you've stored enough materials, you scroll to the home icon and choose that option. Then you can highlight the open blocks on your base and build what you deem most necessary, assuming OU have those materials. Sleeping quarters is always priority one for me.
Sometimes you will start to build and then progress stops bc you need one certain item. You will have to then scavenge to find that item and finish building
Best thing to do would be to play and when you're at your base in a safe area, start screwing with the buttons and options. Easiest way to learn about building, scavenging, etc

In the same menu you upgrade your homebase, you can also have the radio tower (I think) look for specific resources. In your case building supplies.
Or you can try and go out and find it yourself.
Try looking in construction sites. You wont find building supplies in homes, usually just food, medicine if that makes sense.

You need influence which is basically the currency that you earn doing pretty much everything and also the building supplies or other resources. Then you can build /upgrade.

keep meds supplied and build (and upgrade) an infirmary when you have the materials. People will heal faster.

JMO, find another home before doing upgrades. But otherwise, it's just as the last poster said. D-pad up - LB once - highlight want you want to upgrade. You have to have enough construction materials (or ammo, or meds) to do the upgrade. You can make silencers when you build a workshop.

You have to be that characters friend before you can play as them. best way to do that is engage them and be their escort when they come as a scavenger. Or when they have a morale issue (anger, fear, etc...), you can talk to them and bring them scavenging which will also help you become friends. Or just build them a nice base. They will come around eventually (if they don't get lost and die).

When you find a spot suitable for a base, the d-pad down menu will give "change your base" as an option when you are there. But only after you complete the "new home" mission (I think), and only if you have the required amount of survivors and construction materials neccessary to live there.
Truck stop is 12 survivors and 50 construction materials.

I'm at the truck stop and can't fit everything minus the garden. I though I had built everything but didn't get the achievement. Come to find that there are more building options that you have to scroll to the right to see.
I think it was a dinning room and library.

so I did a little looking around, and I don't see any plans for this to be put out on PC. Just plans for it to be the first step towards a game called Class4. I really hate that this shite isn't available on PC.
