Yes they do, outside of single core IPC. So it is also relative.
But we are talking graphics? What is the point?
Edt: think your issue is you have a problem is talking about the processes and components but look at things as a whole. That is not always relative. Esp in PC performance

Wanted to post this earlier. I don't really care about this ability which nVidia will probably patch but how windows handles the pipeline. Give you more insight.
