Yes, full tank Ekko does damage. That's my point, full tanks should do damage. But when they outdamage carries because of item imbalance, there is a problem.
That's why riot keeps boosting Ekko's ap ratios and lowering his base damage. They don't want him to be a full-tank carry. But the only way to stop it is to nerf his base damage into oblivion, or change tank items.
