I don't know how accurate your statement is.
I do know that when ScarJo was tapped to play the lead in Ghost in the Shell, people in Japan did not seem to care - but the logic was that it was a movie made in America so they expected the actress to represent the most common demographic. More importantly, though, is that the character is fictional.
I admit I don't know if Ubisoft was trying to be "woke" with a black samurai, or if they legitimately thought the concept was cool - but regardless of the historical accuracy of it all, when a series of games known for placing characters in historical settings (Renaissance Italy, Ancient Egypt, Viking-Era Nordics, etc), the main character is usually someone who fits in visually with everyone around them - and that makes sense. Assassins are supposed to be known for standing out, or at least I would hope not.
If they set a game in 1823 Africa during the height of the Zulu Nation, would you want to try playing a white explorer "blending in"? If it were set during the apex of the Aztec civilization, would you want to play as a Spanish conquistador? Neither of those scenarios make sense even if you could claim some historical accuracy of those people being there at that time because - and bear with me here - the goal of an assassin is, one would hope, to blend in. You're not going to "blend in" if you're the only 6' black dude on an island filled with 5' 6" Asian people.
I'm not one to jump to conclusions regarding the motives behind why studios do things like this, but I will question the LOGIC of doing something if it goes directly against the premise of the game's own plot/logic.
There are a LOT of places and eras where an person with African heritage would work GREAT as an assassin, but feudal Japan isn't one of them.
I mean, there's a reason the CIA doesn't send African-American agents to Moscow. The most skilled spy in the world isn't going to stop themselves from sticking out in that scenario.
