Can’t think of a video game

Jeez, I want to say it was on PS3? Or Xbox 360… around 2009-2011.
I remember it being a third person I think… it was in a city, kind of dystopian(?) think like the story line mode of COD, I believe you start at a safehouse or a hideout(?) or have to get there in the beginning and I’m pretty sure it was against mercenaries, not aliens or zombies or anything.
I think you had a carbine and it was co-op… kinda the same look-ish of PUBG in the 3rd person.
It had to be around the time of Prototype and inFamous… and kinda realistic animation.
Lots of “I thinks” I know. Thanks.
eta: Kinda like COD but with better graphics and more realistic weapon shooting and damage… And I remember it having that laggy slow look-around stick, kinda like in PUBG (If you know what I’m talking about)

I remember possibly picking a character to play and he was in like “shabby tactical” gear… like a puffy vest maybe? No armor or anything. Pretty sure it was a carbine rifle.
The bad guys would come in waves as you progressed through a city. It was kinda like COD in that you’d walk down a street and you’d get a message on the radio “hostiles reported ahead” or something and dudes would run in and hide behind busted up and broken/firey cars.
It was definitely like overcast going into night almost so it was kinda dark but there were street lights.
The biggest thing I remember is you start in a safehouse or a hideout and it’s got a hidden entrance that exits to the street.
You get all your briefings and your weapon before you leave. Pretty sure the mission is to get to the another safehouse across the city.
