I thought Cartoon Network already did something similar with another genre (tower defense?) and pissed off everyone by making you pay to unlock more than about 3-4 of the factions available.
Want GI Joe, Cobra, etc? Gotta pay. Bought a used copy of the game? You get one faction free and have to buy the rest because several are from one time use coupons in the packaging.
