Many of the young women are just plain bitchy. The busier it gets the more crabby they are.

edit: I love Chimes and go there at least twice every time I am in town.

I went to the PH the night of the Parish canebreak cask. They told me the deal and I laughed at them, but waited till after my first beer and asked another bartender and they sold me a pint without the food. Too bad the beer wasn't that great.
We hit up the Chimes East fairly often because they usually have a solid tap selection and get Bishop Barrels, but the Cove is the best overall tap selection. Bulldog is my favorite to go to for day drinking though.

I've never had poor service at the bar at Chimes.. But this:
^ should only be done when you're tending a bar in a busy place with loud music. Not at Chimes.

stiff them on a tip and way over tip someone who gives you good service. They'll get the hint.
