Frank's Family Vineyard makes a cabernet that goes for $28 - $32 is is very good and widely available.

Do you have a Wine App on your phone?
I use Vivino the most, it will help you dodge some bullets at a place like Aquistapace's. Overall I have been pleased with their recommendations and reviews.

For example:
Juggernaut Wine Ranking: Top 1% in world, Top 2% in California. 4.2 / 5. Avg Price $19.99 7,183 reviews.

Big fan of Aquinas usually around $19-$23.

and have had good luck with BR Cohn silver label mid $20s

Does it have to be a cab? How about a French blend, get your friend a bottle of Cotes Du Rhône. I also saw 15 Parrin Chateauneuf Du pape is on sale at Whole Foods for $40, out the price range but better than any of these Napa and Sonoma cabs listed above.

Yellow cab makes a damn fine cab. It is around 20-25 bones. It is my go to for steak night.

That’s because there are way to many brands of decent wines that fit the criteria you described. You’re not going to get an overwhelming response to one label because everyone will have their favorite.

Most of the wines mentioned are wines that I have enjoyed in the past. You can’t go wrong with Obsidian Ridge, Decoy, or Frank’s Family Vinyard. Although I am pretty sure Frank’s Family will be higher than $30.

If you’re willing to get away from a cab I’ve always enjoyed If You See Kay. This wine is a red blend but drinks similar to a Cab, in my opinion, and has a fun label with a catchy name. It can be hard to find but Alexander carries it or at least they used to carry it.

I'm pretty sure TH sells wine for a living, so he would be a good source on something like this.
