Been to several of both. Quality varies for each from town to town and city to city. Really depends on where you are.

Assuming he's in BR the Ruth's here is excellent. Doe's is meh. I don't think they even serve prime cuts.

Doe’s is actually my favorite steak. Kinda overpriced but nice cuts that taste great. The tamales are nice too.

You're not getting into either one tonight with graduation and Mother's Day, unless you plan to hover over the bar and grab two of the 6 barstools when someone waiting on their table gets up. We tried to get a drink at the bar at SEVEN different restaurants last night, with the 8th finally having 2 empty spots.
Ruth's is much better than Doe's though.
EDIT - Robert on Highland is doing a weekend sale and has prime grade steaks for $8.99/lb. Cook your lady a steak.
