You're going to find that Parrain's, Chimes, and Acme are all going to get a lot of nods in those particular categories, particularly the oyster and gumbo slots. Mansur's also does the chargrilled oysters pretty well, though I've not had anything else on your list there nor do I know if they even serve those items.
My personal thoughts about the etouffee and BBQ shrimp in this city is that from any place they're just going to be the same level of "okay, not great" and are fairly interchangable. They're definitely not the same caliber as places and hour West or East, respectively.
For the grilled oysters, you also might want to check out Jolie Pearl. They're not just traditional NOLA style grilled oysters, though. They do several different styles of oyster and offer several different species from around the country.

Seafood gumbo: Mansur's, Acme, LA Lagniappe
BBQ shrimp: I really haven't found any great ones in BR -- Ruth's does a good version
Étouffée: Chimes
Best place overall for seafood: Parrains

Everone seems to agree on the BBQ shrimp. Wonder why BR doesn't do that well if the fresh seafood is only an hour away?

Mike Anderson's parrians the chimes Mansurs and acme all have great pysters....and better yet great oyster specials
The chimes and partisans have great bbq shrimp

Baton Rouge isn't really the place to be looking for the best of those foods, for the most part.
The only place I've had bbq shrimp is at Ruth's Chris. they are peeled and the sauce is very good. Last time, someone at the table had them, they were served over mashed potatoes which doesn't appeal to me. I'd rather have the bread to dip in the sauce.
Chargrilled oysters at Acme are just okay. Mansur's are great. I haven't had them anywhere else.
I can't recall when I've ordered etouffee in a restaurant.
I rarely order seafood gumbo in restaurants because I'm picky about it. However, I ate at Heads and Tails a few months ago for an early lunch while waiting on a fresh seafood order to come in and ordered the gumbo. It was above okay in flavor. Not necessarily my style, but I'd order it again if I ate there and I'd eat there again.
I don't see Heads and Tails mentioned here come to think of it, but one person with me had a fried shrimp and crawfish poboy, I believe that she thought was very good. The seafood on it was plentiful and very fresh as they get it delivered daily, I believe. H&T serves etouffee as well, but I have no idea how it is. No bbq shrimp, there, though, or grilled oysters.

I find most people in BR prefer Chicken/Andouille Gumbo to Seafood Gumbo. And most people wouldn't buy it from a restaurant, because it's noway near as good as their grandma's/uncle's/cousin's

I should clarify it's good for what it is. Oysters and fried seafood places are a dime a dozen around BR, but for most places it would be considered really good. I know I'd eat at one here in Dallas every now and then if it opened.
I think there prices are too high though for the food they serve. That's my biggest complaint.
