Or they can just ask Subway or just about any other sandwich chain that has fresh produce how they tackle food safety. They should just learn from the companies that are better than them. No reason to reinvent the wheel.

Said it in another thread... They have a sourcing problem. You better be buttoned up to the hilt to be that big and still "source locally" and "naturally."

I'd bet the sourcing issue is not on local stuff, but more on frequently imported stuff like cilantro. Cilantro is a gamble anywhere, doubly so because it's nearly always raw.

It's probably salsa ingredients. This is pretty common.

Issues with cilantro (from Mexico), tomatoes (Mexico), etc. These aren't cooked.

Then there's potential cross contamination.

You cut cilantro that's tainted. Then you cut lettuce with the same knife. Now you have tainted lettuce.
