Everyone seems to be erring on the 20+. I'm going to go the other direction and recommend some -20 quality bourbons. Maybe I can just drink rock gut and have the palate or a hillbilly, but I find the following truly budget bourbons to be enjoyable:
Old Grand Dad 80
Evan Williams

Fighting Cock 103.
I'll drink any of the above with a mixer (Kentucky Mule) or with a cube of ice, and all are below 20 bucks for a fifth.
