True. It is set by Congress in (I think) Title 43 section 1224 or thereabouts. The Corps has always said that if if had to release more than that for flood control, it would average it out over the rest of the year by reducing the flow to below thirty percent later.

That was my thought, but some on here have said that the upgrades that were made to it after it partially failed/came close to failing in '73 have made it better than it originally was.

I read that they would only open it to 31-32%

I guess every little bit helps...

That would lead me to believe that it has less to do with structural integrity, and more to do with volume of water, no?

It's always good to be prepared....only time will tell at this point.

I think this is a little more serious that what they were predicting last year.

I still dont think it going to wash South La off the map either....just like the oil spill didnt do half the damage "they" said it was going to do.

Took these yesterday of the Morganza Spillway Forebay. Water level was at 54 around 3PM.

There are two new outlets, the Low Sill, and the hydroelectric facility. Both of those let water through without putting any additional strain on the structure that almost failed in 73.

Sounds like it. I can't imagine what sort of subtantive effect it would have to reduce later outputs below 30% to insure it averages out for the year, if you have to go above that figure now. It's not as though, that will help "make up" for flooding your farmland now.
