You missed the point there. He was saying the infrastructure bills are controlled by congress and that congress has voted them down over the last few years. Implied because of the Republican congress and disdain for revenue collection increases.

Congress votes on the laws, most of which they propose. If the President vetoes the laws then Congress can override the veto.
