He is still getting paid by his prior team to not coach.
He will be back coaching this year. I'd take him as a co-oc and position coach

Why not just make him a linebacker coach? I think he’d take it as an on the field position again.

You might be 100% correct, but then you know where you stand. At that point you can move on because you are obvious not important enough for him to accept an offer with the Defending National Champions.
In the coaching world you should always have multiple names on a list for potential coaching hires at every position due to people moving on... That list should evolve every year due to up and coming coaches and the evolution of the game. Not having a pipeline of coaching candidates would be extremely troubling and not just for O but for Woodward too.
