When did tha tbis become the criteria for interference. Its contact before the ball arrives regardless of how it affect the receiver.

Exactly. Not a week goes by where you don't see a replay of a DPI call where the announcer points out "he hooked him with the other hand" before the ball arrived.

I think Sean did it purely out of hatred and spite. That’s the exact same call they gave Carolina last week trying time to give them the game
