This is a great topic and as difficult as coming up with one in any major sport.
It starts and ends with Hank Sr. If he's not on the list, throw out the list. I think you have to have a lady and I'd say Loretta Lynn.
The other two spots are just impossible. Wills, Cash, Waylon, Willie, Jones, Merle, Strait, Brooks.
Purely subjective but I'd take Waylon and Strait.

Others you can argue about. Just keep Willie Nelson and his non-singing voice off.
I might nominate Webb Pierce just to remind people how big he was -- bigger than Hank at the time, in fact. But as his memory faded Hank's legend grew and grew until it basically swallowed Webb whole.

They'd have to be not just a (one) generational talent so...
plus Mama Maybelle Carter - she's was practically the backbone of a couple generations and defined the sound as much as Bill Monroe (not just to add a female face)
and maybe Merle Travis for his guitar work (design), revolutionary picking style, and singer-songwriter skills

Yeah. I wouldn't put anyone on there that helped to destroy the genre, as fans knew it.
