Not trolling because classic country is my favorite genre. But why is Jimmie Rodgers such a shoe in for this? I know he was one of the first, but he has like 3 good songs total.

The country music label didn't exist at his time. It was known as hill music and he was the biggest music star in the United States in the late 20s and early 30s. He also was the biggest blues artist of his time that many tried to copy him. His yodeling was different and many tried to mimic his yodeling but failed. He was inducted in the rock and roll hall of fame as an early influence. Over 30,000 showed up at his funeral.

Without the Carter Family and Jimmie Rogers there is no country music.

Bill Monroe of course. Ditto Roy Acuff.

Chet Atkins, not so much as a headliner, but as a session man and record producer/exec, his fingerprints were everywhere in the sixties and seventies.

Bob Wills and Buck Owens brought in the Texas and California Sounds and expanded country music beyond its southeastern base.

Kate Smith was not a country singer, but she had a nationally televised TV show and heavily featured country performers, which did a lot country's popularity.

There could be a lot more. Country is way too big for just one Rushmore.
