We’re looking at this the wrong way. We have to view it from the dem side of things. His numbers have already cratered so there really isn’t much, if any, of an impact to be had to his approval by doing this. He literally has nothing to lose and everything to gain. The US has laws regulating worker safety and environmental compliance.
I'd wager other countries (OPEC/Russia) do not.
