They were getting upset by the lack of total power they have now that things started opening up.
The sad thing is, there are so many people in NOLA - business owners included - that would be totally ok to regress back to Latoya/Avegno's mystifyingly stupid policies.

Op...the article specifically state several times that the mask mandate would be for unvaccinated people
