Car title problem.

Friend has a doozy of a car title problem. Live in Cali back in 2000. Dad gave her a jeep islander. Tagged it in Cali. Moved back a year later, took all of her paperwork, went down to tax collectors office in Mississippi and got her tag. So far so good.
18 years pass by and she pays the tag renewal every year. Then in the 19th year the county says she is still registered in California so she needs to clear that up first. Say what?
So she sends in the form to California. Cali sends her a letter saying there is no record of her vehicle. State Department of Revenue in Mississippi says it has no record of her title issued in Mississippi and that she has to get the one from California.
Everyone is pointing fingers at each other. What the hell can she do?

Show the office in MS the tag and copy of registration that was issued to her for the last 18 years

Someone has been collecting the registration fee for 18 years.
Wouldn't last year's copy of her registration kinda prove that?

As someone who once had to work out a title issue involving Mississippi and Louisiana, I'd advise her to sell it to anyone willing to give her any amount of money and just buy a new car.

Either she should go to a different DMV and ask to talk to a supervisor, with the current and former records she has, they'll probably help her address it right there.
