How does one franchise produce five consecutive Rookie of the Year award winners?

Regardless of the sport, what are the odds of that happening?

They managed to win only one division title in the 90’s (1995).

The Dodgers traditionally had a great farm system. They had another run of about 4-5 ROYs in the late 70s / early 80s too including Fernando Valenzuela, Steve Sax, etc

My family had season tix back in those days. I used to live and die with those teams in my young days 
They were so loaded, but would always choke. The worst was 96, when all they had to do was win one game in the final weekend against the Padres to win the division.
