Actually it’s about white guilt, virtue signaling and attention seeking. Hence the publicity surrounding his decision to donate 5% of his royalties to wronged musicians of a bygone era. In my opinion, judging by the optics of popular music of today, these past atrocities has already corrected themselves.

Tweedy opened his statement by noting that the modern music industry is “built almost entirely on black art” and that “the wealth that rightfully belonged to black artists was stolen outright and to this day continues to grow outside their communities.” He went on to effectively call for reparations for decades of music industry exploitation and the creation of “some initiative that would allow us all to redirect a portion of our revenue to the communities that have been deprived of it.”

For those who weren't aware, there's been an over-reaching narrative in the last few years that record labels are.. you guessed it, "racist" for the contracts historically given to black entertainers. Not, mind you, that it's one of the seediest, corrupt industries in America. Akin to organized crime
But the industry has bled dry and broken 1000s of entertainers of every color for decades and decades. Only now in the era of "equity" is it racist towards a particular group because artists aren't given ownership stake in the label or streaming service
I listen to several rap podcasts from time to time. I've heard alot about this believe me

5% of his royalties going forward? What is that? How much is that, Jeff?
By this rationale, Jeff, you should give them all past, present and furture royalties, you thief.
And 5%? Really? Wow! Why not 10%? Is 5% good enough for them, Jeff? Is that how you feel about it? Is that after taxes or before taxes? I'm sure you will get the write-off, Jeff. This is probably calculated by your accountant to get you just into a lower tax bracket.
How about you go out there and teach these folks how to negotiate a contract and play music, Jeff? Instead you just throw a little money at them. Teach a man to fish, Jeff.
As stated above-this is nothing but a virtue signal, and a piss poor one at that, by an overweight, washed-up has-been.

This is part of the problem with reparations. How much is enough? If "a significant portion" of the music industry is built on AA contributions - I'm not sure 5% is significant payback.
Secondly, EVERYThING is influenced by EVERYTHING, trying to isolate this down to "Race" or a time period or anything is a futile exercise.
AA culture may have brought over African music, but the Blue used a guitar, which is of Moorish origin, brought to Spain and perfected into the guitar (or at least Europe). So, because the Blues is also supremely influenced by the guitar, how far back do we go?

The real question is when are some people going to mature past the moronic notion that because an industry or business profits from you, the same way they do everyone else, you deserve ownership. Watch for this ideology to hit peak stupidity in sports soon. When theres a massive free agent signing and a franchise is "racist" for not offering 2-5% of the franchise instead of just 40-50mil a year
