Put a reasonable counter on the table. Looks at time off and other items if applicable, i.e. car allowance, fuel card, phone payments, etc....

Personally I would decline. Pay cut to move from one pretty undesirable place to another isn't for me.

Hold up. I'd question the company's long-term financial stability in general if a 6% difference in COL prompted them to lower your salary.
