After thinking about this diagram it seems most likely the tracer burn is the ignition for the self destruct sequence and that’s the exploding results we see and not a fuse etc. It’s hard to see if any secondary explosions even occurred.

Never been close to a Phalanx in action but was close up to several M163s that use the same Vulcan gun. The first time was in Panama and I was about 50yds away from one and it let loose and I damn near shite my pants. At that range, it isn't the sound it is the pressure you feel. They were using them to support our ground assault and I pity the frickers that were on the other end of them.
