He was no doubt selling pardons, this list makes that really clear. Lil Wayne and Kodak could afford it, Snowden and Assange couldn't.

Arguendo Bannon committed the crimes he has been accused of outside of federal crimes he almost certainly committed state crimes in possibly multiple jurisdictions and while almost never pursued after post-conviction pardons it might be a completely different story for Bannon.

Vast majority of these people on this list are poor people, often black, in jail for drug stuff.

His biggest potential legal woes seem to be from the NY AG and the Manhatten DA.
It is also of note SCOTUS in Burdick v US has held accepting a pardon is an admission of guilt in a similar way that accepting a plea is though you don't have to make an allocation. Their specific words were "an imputation of guilt, acceptance a confession of it".

Biden isn't gonna go after Trump or his kids, that would cause a shite storm. The threat Trump and his family faces is from the state of NY, as you said. A pardon would be meaningless for state charges.

They have let a lot of genies out of bottles in the last 20 or so years and neither side seems to GAF about it.
I am not sure how much control DC has over James and Vance given the way they have dug in.

That whole Capital nonsense got him. They stuck that there, used it as a pinpoint to literally delete the election, and now are hanging who knows what over his head. He's being a pussy right now but I also can't blame him
