Bad Lieutenant 2 takes place after Katrina. It wasn't a huge budget but plenty of well known actors in it.

All major catastrophic events are exploited by Politicians and The American Red Cross. To funnel all funds into their pockets. See Haiti, Katerina, etc..etc..
All improvements done are normally done by church groups and faith based organizations..

You could have thousands of people lined up screaming, "oh no a flood is coming, o no!" Then someone screams, "hide in your basement." "We don't have a basement!" "Then dig one,hurry!" A frantic scene as thousands of New Orleaners dig basements to escape the coming flood.

The series Treme, which i know isn't a major movie, but its a 3 season series, that touches on a lot that happened after Katrina.

Because if honest, it would focus on the act S. Mississippi caught the brunt of the storm and there was no drama there compared to NOLA - no one gives a shite about S. MS.
