She tells the krewes to come up with a plan to hold Mardi Gras, she doesn't want to cancel it. She isn't offering any help to come up with a plan.
No plan they come up with will get approved.
In the end she isn't the one who canceled Mardi Gras. The Krewes couldn't come up with a sufficient plan. That will be her stance.
