It’s all about relative forward motion. The right front quadrant has the same winds as the back left quadrant, but one of them has the added forward speed of the storm to enhance the winds.
In other words, wind speeds are measured without respect to the forward speed of the storm. If the storm is moving 15 mph, you have to add that to the winds in the front right quadrant and subtract them from the winds in the back left.
For Louisiana, that’s typical the NE quadrant. For storms making landfall on the eastern coast of FL, that’s often the NW quadrant.

The convection is not always around the LLC in a sloppy storm like Laura is right now. It’s all about where the LLC is. It could still (and I suspect it is) be on the north side of the islands. The convection to the south could also pull the LLC down that way so also possible. I’m just saying this to say that convection does not always equal center location.
