I have no idea. I am not an engineer or an expert in construction/demolition. But I think the general public feels that 9 months is too long.

What would you have done?

Call literally any other city of more than a million people, and I can almost guarantee they could have figured something out.

NYC had the World Trace Center cleared up quicker after 9/11.

At some point, send someone up to remove the visible parts. If I was dead, I don't think I'd want my legs hanging out and rotting for 9 months.
