What is it about bringing a cup of water outside...?

that makes it taste and smell different? Just smells like outside, ozone maybe? Takes a couple minutes but it happens every time.

Smell and taste are strongly related. You smell something you will generally taste it

It’s the concept behind those children’s cups that are scented with fruit smells. They smell citrus for example while drinking water so they will taste citrus in the water

it does this to me with foods even. I dont know the cause.

LSD can make anything taste like anything. It is best to plan things out ahead of time and don't freak out.

Oh man. If you only knew the hell I went through trying to explain this phenomenon to the thick skulls in here a few years ago...

Let’s clarify though:
1) It’s got to be a glass. Plastic is unaffected.
2) It’s got to be humid. There were a few spring days that were dry...
3) And worst of all, is a glass of wine (but only because it ruins a great thing).
4) A glass of anything under the above conditions smells like a wet dog or fishy. Try it tonight.
5) Forgot that you might need to bring it back inside to get the full effect. It’s intolerable.

Cold water allows some of the humid air to condensate into the glass. Whatever is in the air will make it taste bad
