The discussion cannot be had until the false “we’re being hunted” narrative goes away.

I think in this particular situation, just start with police reform and try very hard to have one national manual, not thousands of them. If cops are killing blacks, whites or browns one set of rules can go a long way in quelling this department policy bulsh. And I in no way think Chauvin killed a black man, he killed a dude. Race wasn't the issue. But the optics are, as are the strange way these instances have to be litigated in courts of law.

Something pretty simple can go a long way towards - at the very least - showing something/anything is being done for change.

Possible issues:

By and large, whites are far less sympathetic than blacks to a criminal who has been mistreated by the police. "Police had to chase the guy for 40 minutes, then he ran from his car ... who cares if he got a beating?"

Militarization of the police - combative tactics often escalate too quickly into force

Officer Safety: The numbers of police being shot (both numerically and as a % are way down from the 70's) - is there an overemphasis?

Has resisting arrest become more acceptable in the black community?

What role does the disproportionate participation of blacks in violent crime play?

What education and/or training and/or psychological background makes an officer less likely to use excessive force?

There’s just a few bad apples amongst the protestors, but overall the protests have been peaceful and will lead to progress.

BUT when it come to the police, its widespread systematic corruption and racism across the county.

Morgan Freeman said it best. “Just stop talking about it.”

The media harps on it so much that people quit paying attention.

Nothing will change until people start taking responsibility for their own lives and taking care of their children and not relying on others to do it. There are a lot of people who have the government pay for their health care, food, housing, all their other needs and wants, and their kids while they have no responsibilities whatsoever.
The number of guys who put themselves and what they want first while letting everyone else raise their kids is astonishing.

What is playing out now has played out over and over in my lifetime. From LA, to Charlottesville, Baltimore, Ferguson, and on and on. And every time it’s the same thing, a demand for “change”. But it’s obvious that people don’t want real change because very few are willing to have an honest discussion about the root problems that cause such racial strife in this country. As long as that’s the case, nothing will change. Until we can have an honest discussion on race, a discussion that doesn’t get shut down immediately over claims of “racism”, then nothing will change. It sucks, but it’s the cold hard truth. If you want real change, then we have to face some uncomfortable truths, both races, and there just are not that many on either side willing to do that.

Well, you started a conversation. What truths are you privy to that we just have to know about?

What you said is dead on. But, it can be easily reversed and is daily on any social platform you read. Example:

There’s just a few bad apples amongst the police, but overall the protests have been out of control painting all cops as bad cops.

BUT when it comes to the protesters, it's a small percentage causing the systematic corruption and looting across the county and ruining the root cause of the movement.

It's all about the mind of the reader or speaker. That's almost going to be impossible to change.

People want it...however, they're not willing to put the work in to achieve it. It's the "I want it now" mentality and the youth of today thinking they are entitled to start out in the corner office of the top floor.

You want to achieve...get your arse to school and go to college. Get a career and work your arse off.

Nothing in life is free or guaranteed.

Personal accountability is a great start. Without that the blame game will continue to be the blame game.

to have one national manual,

This will never happen because:

A) there is no authority in fedgov to do so and
B) even if FedGov gave out recommendations, not all departments will follow them (nor should they) because the Ames, Iowa police department has a whole different day to day operational tempo than the NYPD.

You don’t get change by only providing ultimatums then destroying everything insight when you don’t get your way. You get prison/death and more of the same. Looks like we are gonna see more of the same.

Correct. A much needed cultural change would do wonders in the black communities, but you’re a racist if you suggest this or even point out why it’s needed.

By and large, regardless of race, people who undertake certain activities--get at least a high school diploma, stay out of trouble with the law, get a job, get married, wait to have children until after marriage--do better than people who deviate from that path. I understand that the level of education in some black inner city communities sucks for complicated reasons, but the rest of this is pretty straightforward and well understood by social scientists. Comes back to personal responsibility and not blaming others.
