Based on those arrested, but only 40 people between Minneapolis and St. Paul combined were arrested. Not a very large sampling to make a generalized statement like that.

Pretty easy to verify. Hotels, motels, gas, commerce and there is equipment that monitors traffic patterns (state lines) etc.

Do you know what a "dirt box" (DRT Box) is?
It is an electronic black box system that simulates a cell tower repeater system. They are placed in choppers and small planes. They pick up and log all cell phone traffic and GPS INFO within a mile of so of the flyover area. They also send out a signal to harvest the IDs from dormant cell phones.
Planes and choppers flew low over the riots every night. You can bet your arse the FBI has identified every cell phone at those riots.
