This isn't the first time the White House has considered barring some or all Chinese students in the US. Back in 2018, the FT reported that the Trump administration had considered banning all Chinese students from the United States - an idea that was attributed to Trump advisor Stephen Miller.
Have the FBI step up actions against chinese spying at universities. Have dept of Ed lean on schools to disclose "soft money" coming from china. Third, bar the spies themselves from access.

From intimate experience, that is not the best idea. There are a large number of Chinese in the US that left China and Hong Kong because of the ccp. They are actively working against the ccp while they are here. My wife is one of them. She is MAGA. In 2016 I brought her along with me to watch me vote and I let her fill in the box for Trump. Today, she is investing about 1/2 of a year of her salary with a company that is building a web site and app that will let the Chinese people work around some of the government communication platforms in China (WeChat, QQ).
