I don't associate with such scum.
But I know plenty of employers that are having trouble getting employees to come back. All of their excuses are "I'm scared." That is apparently enough to get the state to not take them off if they refuse work.
Neighbor offered some of his employees time and a half to come back to dentist office and they wouldn't.

I know several bartenders and waitresses from establishments I frequent that are declining to go back to work. They are not in my inner circle but people I've seen enough to strike up a conversation with and get to know some of their personal history

Yes. I know someone. No it isn’t me nor anyone in my family. Thank God I’ve stayed employed through all of this and my wife is retired.

Most wait staff in the restaurant/bar business still have little or no work to go back to. 25% capacity rules and much of the public's reticence to go into bars/restaurants is gonna keep that "industry" in bad shape for a long time.

Applicable to approx. March 14 through the end of April, work search requirements have been temporarily waived or heavily relaxed for all 50 states if you lost your job due to the virus. For several states, that waiver was set to expire approx. early May, though I have no idea if any of those states extended the waiver.

While that's great of him/her to offer 1.5x pay, the reality is that for entry-level positions, it just won't cut it for many people. This is primarily a byproduct of the stimulus bill that set the federal unemployment benefit amount to a flat $600/week instead of basing it off of earnings, and secondarily for parents, a result of school closures.
Assuming your neighbor's staff is collecting the federal $600/week + the national average state benefit amount of $378/week (not sure what state you're in but it's much lower in LA, for example), that's about $24.50/hour given a 40 hour week. Factor in something significant like daycare costs and there should be no surprise to anyone that unskilled workers aren't rushing back to work, and I don't blame them.
Now, I have no idea what he pays a skilled position like dental hygienists who are likely capping out the state unemployment weekly maximum and therefore perhaps closer to $30/hour, but I'd be all over that time and a half if I were them assuming no extenuating circumstances.

My wife is making $3600 a month from unemployment.
Before she was making $3500 with her current job. She sent an email to her boss asking if she can return ASSP. No response yet. She wants to go back to work bad even with less money.
