Identify the actor with almost zero clues

Trying to find the name and pic of a actor. I only have a vague image of him in my head. Normal means of ID have failed, so I come to the collective sleuthing juggernaut that is the OT.
White guy, but possibly of middle Eastern or Mediterranean descent. Not super dark, but decidedly more naturally tan than average.
The mental image I have of him puts him in his late 40s or early 50s, but this image could be old. Medium build, not fat at all.
I recall pretty strongly pronounced eyebrows, like he could shape them like a boomerang if he was angry or curious.
Either gay or has mannerisms that are feminine. May have played a gay man (hairdresser maybe?) in a movie
Not particularly good looking, but dark hair and tan makes up a little, so not hideous.
Best comparison I can think of right now is the hotel manager in Home Alone 2, but more tan.

Not exactly, but he's got that tan, pronounced eyebrow look.
