How did New Orleans East get so bad?

I remember hearing as a kid how it was a great place to raise your family, it was a safe area, and it was an suburban area. I went through there the other day and it looked like shite. Not what I was expecting and a lot of run down areas. Is this due to Katrina or was it bad before the hurricane? Also, did most of the people who moved to Slidell, Mandeville, and Covington come from this area?

Section 8 housing, relocating families from the projects (sounded like a good idea), but it was so far away from the Nola central business district that those wanting to work had a hard time getting there etc.

It's been all downhill since Jazzland closed. It was the only thing holding the East together.

Let’s put it this way. Baton Rouge got worse when half of NOLA came to town after Katrina

Was born and raised in the East off of Haynes and Bullard area. Loved growing up there as a child. Had a great street with great neighbors. Parents were in the middle of building a new house in Slidell as Katrina hit, so yes we fit in the crowd of moving to Slidell.

there were some parts that weren't good but some that was really nice. Katrina did the east in. It never came back
