This is not what op is talking about...but even then, that front car (if they were situationally aware) would see and know that clearly every car behind them wants to go faster, so even if they are going faster than every car in the right lane...they should move to the right lane for a bit when there is a gap for them to cruise at same speed for a while. Left lane is the passing lane, not cruising lane. Just because you're moving faster than everyone else in the right doesn't mean you're considered as constantly passing. If every car did and followed the path that I described, traffic problems would drastically reduce. It's the assholes that think as long as they're going faster than everyone in the right lane, they're good to sit in the left and cruise...wrong

Riddle me this, sports fans:
The right hand lanes of interstate highways wear out faster. Pot holes happen more in the right hand lanes.
Local drivers know where these crappy lane segments are and drive to protect their tires and suspensions. If they are going at the posted speed limit based on their knowledge of local conditions, are you justified in loading the ballistic missiles into the front of your James Bond Aston Martin to clear the road so you can go faster and smoother?

The responsibility in this situation falls 100% on the person in the left/passing lane. The car in the right lane is perfectly okay and not doing anything wrong.

When there is traffic behind them they need to move over.
The law says, "yield the left lane to faster traffic." It does not say, ""yield the left lane to faster traffic, unless your dimwitted arse is doing the speed limit and you are afraid to hit a bump."

On that note, whens the last time you heard of someone failing their Drivers Licence Exam (ride along) In 96 i had 3 classmates fail.

And to add to what I said, cellphones also make it to where far less people make it through a light cycle these days. Too many people have to look up first (before any of us can go anywhere), and that takes way longer than it should

You’ve got to let them know they’re in the wrong. I ride their arse and flash my brights every time. Sometimes they freak out, etc... but usually they’ll move out of the way. Truckers are the worst. They drive for a living and SHOULD know the laws.. so if they’re hogging the left lane it’s purely because they give no fricks. A lot of drivers are stupid and I’ve come to learn left lane cruisers transcend all races, income levels, etc.

I saw a baw with 2 decals on his back window the other day
One had an arrow pointing left saying “that lane is for passing” and the other pointing right saying “that lane is for driving and merging”

Ah, but that's the one point we disagree on: the driver in the right lane has no responsibility to adjust his speed in order to appease the jackass piece of human trash who's taking up the left lane and slowing the flow of traffic.
In dog training, we call this negative reinforcement, and it's counterproductive.
And so, sometimes, just remember that the right lane driver (i.e., me) is well aware of the unfolding scenario and is simply trolling the son of a bitch in a vain last ditch effort to try to make the world just a little bit better of a place: I want his arse to feel the draft and the fury and the embarrassment; all the while I'm watching his body language hoping and praying that the ignorant bastard finally realizes how stupid he is and self-corrects.
If he shows any amount of cognition to the cluster of emotions that he has caused, ONLY THEN will I speed up or slow down. The only caveat to how long this method of societal cleansing goes on is the driving style of the enraged, unfortunate motorist who has found himself trapped behind the left lane cruiser*.
And yes, it has gotten much worse.
*Left Lane Cruiser is a bad arse band, btw.

100%. It's just like the people that will block the right turning lane at a stop light so they are "first" instead of having two cars in front of them in the other lane at a busy intersection. These shmohawks are extremely selfish.
