I'm not sure who deserves most of the blame, so I'm going to give it equally to everyone.
25% to the shitty parents.
25% to the school (as a whole) for being stupid enough to call the cops over a 6 year old acting out.
25% to the idiot cop who arrested her.
25% to the idiot police chief who's employing cops who seem incapable of applying common sense to a situation.
I think I've covered the major players.

More importantly its teaching kids to fear police at an early age. It teaches them that policeman aren't level-headed arbiters of public disputes but are instead, sanctioned kidnappers.

If I recall the 6 year old had some type of problems right? Restraining and arresting her is possibly the worst thing that could have happened to her.
If the child was acting up and was "uncontrollable" it seems like the best way to handle that situation would be to go to her and hug her. That's away to calm people down. That is easier said than done not knowing the exact situation, but how do you justify arresting a 6 year old? I know the officer was fired, but I am talking about how did the officer, in that moment, justify to him/herself that the right thing to do was arrest the kid?

I'm guessing the officer got fired for lying in his police report about the victim wanting to press charges and testify, not for arresting and restraining the girl.

I think he was fired because the policy was to get approval from a supervisor before arresting someone younger than 12. He did not get approval.

This is the real culprit here. What used to be a trip to the school disciplinarian or principal now results in a visit to or from the school resource officer.
Schools don't want to deal with kids anymore so they outsource it to someone else, often with poor results.
