It’s a great program for people like you.
Unfortunately it also pays for kids to go to school who end up leaving for Texas immediately and contribute nothing back to the state. The program needs to come with some work requirements in the state after graduation, or you start paying it back.

At a minimum, the requirements for it should be higher than they are. It makes no sense that they are as low as they are.

I know they would never abolish it but I would be happy with raising the minimum and a requirement of 4-6 years employment in the state before moving elsewhere.

A few things need to happen for TOPS to be sustainable:
1. Minimum requirements need to be raised
2. Needs to be a loan program that is forgiven under a couple of conditions:
a. Must maintain minimum hours, gpa and graduation track throughout college
b. Must remain a resident of Louisiana for 5 years after graduation

So people who raised good kids and are "wealthy" shouldn't be treated equal to the poor people?
I'm all for equality.
If some students get it based on ACT score, then all who score at that level should.
I busted my arse to earn a "good" living. Myself or kids shouldn't be penalized.

The point of state funded public higher education is to educate the public. It is in the states interest to have educated citizens. This is why every state has public universities. The previous administration cut the crap out of the higher education budget and then gave some of it back in the form of TOPS. This money only goes to kids that meet the minimum requirements. The reason for TOPS is to try to keep some kids in state for college. If you can keep some of them here there is a chance they might stay for work, provided that there actually are jobs for them. If they leave for college there is a much lower chance they will come back. Do some leave, yes. But some of them do stay. It is a numbers game. You aren't going to get them all.

Are you aware that LSU is publicly funded and has always been that way? TOPS is just a replacement for the funding it used to get directly.
