We're giving college kids money. What percent of college kids will smoke weed and/or drink alcohol? Maybe 90%. So the state is subsidizing marijuana and alcohol. Time to end it. Let's spend that money subsidizing those of us who have to pay for private K-12.

You can't be against frivolous welfare handouts and in the same breath accept this handout.
Are you going to root out all of the subsidies and handouts that go to cronies of politicians through special legislation and other nefarious means?
If not, then leave TOPS, a good program, alone.
There is so much corporate welfare out there it's disgusting. So to go after a single discrete program that helps many people is a fool's adventure.

It's a very low standard and as I said, graduates are spending our money and going elsewhere.
Why not just raise the standard then?
And it’s not TOPS fault that grads leave the state. That’s a structural issue with Louisiana’s economy. GA has a similar program (HOPE). They also have lots of new jobs for grads, so kids that go to UGA, Tech, Kennesaw etc more often stay here. That’s the problem that needs to be solved in LA.

It’s quite the conundrum. It needs to be done away with. If not outright done away with, the requirements need to be raised. If you drop out, you have to pay it all back. If you move out of state 5-10 years post graduation, you have to pay it back.
If you use it, get your degree and stay in Louisiana, then fine. Whatever. I disagree with the program entirely, but I’m willing to meet in the middle by enacting these small changes.

By that logic, the GI Bill is welfare.
Good luck telling a vet that his benefits were a handout.

Here's my problem with TOPS. Sure it pays for tuition, but now the universities add fees that add up to what tuition used to be. So basically, they're getting the double the money they used to get. 1/2 comes from the state and 1/2 comes from the students or their parents.

Yeah, let's not address

graduates are going elsewhere

Yeah, private school kids in 9-12 don't drink alcohol and smoke weed lol lol.
And what about the medical, engineering, or any other students who drink, smoke a little weed, graduate with a good GPA and go on to be taxpaying productive citizens? Get rid of TOPS because they smoke a little weed?
Candidate for the worst argument of the year.

I know plenty of families with kids who received TOPS money and they are very well off and will also bitch about food stamps and section 8 money.
I don't consider myself "very well off" but I'm very comfortable and very thankful for TOPS. If Louisiana wants college grads to stay home, maybe we should fix the problems causing them to leave.

Ok, K-8 then.
Maybe we could start out paying for kids in K-2 and raise it up one every year. I'd be ok with that.
