Trump's action here, while focused on foreign military considerations, may just have a very beneficial domestic political ramification: He may have just provoked Leftist USA into responding with activities that discredit themselves in the eyes of the US electorate.
Trump's domestic political strategists must carefully evaluate Leftist USA's discrediting responses and use these discrediting statements against them. "Democrats hate the USA so much that they defend Iranian Terrorists who have killed Americans" is a powerful message for the US electorate to take into the voting booths with them when they go vote later this year.
This might be very beneficial for the Trump 2020 campaign.
