It’s a bluff. Nancy is trying to leverage threat of new impeachment articles to get Bolton Testimony in on the first two.

3. If they keep the House and Trump wins they will go for a second bite after the new year. It is being trial ballooned.

I know a few old line Democrats, party loyalists, who have told sitting House members that they are making a mistake...and overall it falls on deaf ears. They insanely hate the man. They want to punish him and his supporters and they believe time is on their side and are willing to play the long game. They figure they only have to win once.
