I believe it would be that the majority of the population would fall into a category using the term "poverty" to describe. The few wealthy folk are very wealthy, then not much in the middle, then less fortunate and poverty stricken.
Sort of like south Texas....rich landowners and poor Latinos.

Are you talking about the farmers or the African American voters? If you are talking about the African American voters I suggest you delete your post because that is racist. If you are talking about the farmers then it is very accurate.
Full disclosure, I am from one of those 3 parishes and my family farms there so I stand by my farmers are welfare queens statement.

The areas you mention have very rich landowner farmers and dirt arse poor white farmers, farmer laborers and welfare out the wazoo. There is no reason for industry to build manufacturing there either.
