It appears as though the President was acting within his Presidential power and according to this treaty. It names the AG as the point man rather than the State Department for these situations. Maybe that is where the rub is. TREATY WITH UKRAINE ON MUTUAL LEGAL ASSISTANCE IN CRIMINAL MATTERS

other than the fact that the entire intelligence community is in agreement that Russia was behind the election meddling, you mean. Mueller's conclusion was that he could not conclusively prove a conspiracy between the Trump campaign and the Russian government, only that there were a multitude of links between the two. It did not say that there was no evidence of Russian meddling and it did not say that there was no conspiracy, only that he lacked sufficient evidence to prove it. Basically he had a mountain of circumstantial evidence but no smoking gun.
