Isnt that what they are mixing with cocaine? Something about it allows them to dilute the amount of cocaine down when mixed with it.

Would be a great tactic to weaken your enemy.

Get them all high and addicted. Combine that with convincing young people that white males are the enemy and that America is nothing to be proud of and you get a country unwilling to defend itself.
