Beyond, “I’m not getting into that,” and “That’s beyond my purview, “I take your question” was probably the most frequently repeated response [avoidance] made by Mueller today.

Is this a legalese phrase?

I hadn’t heard it prior to today.

I hadn’t heard it prior to today.
it is just a way of taking an inquiry that you do not like and re-directing it as an inquiry that you do not mind answering.

Politicians do it all the time, and every lawyer on the planet teaches his witnesses how to do the same thing in courtroom testimony.
