Not saying he’s in the right, but it doesn’t look to be a “slam”. I don’t think the cop realized how far the guys head was off the ground.

Not only was he already cuffed, on his face and held down, he's also surrounded by 100 other cops. There was no reason to do a knee-neck sufflex of the guy's face into the pavement. Piece of shite cop. 99% of cops are wonderful. This a-hole is in the 1%.
