So if you are on and staying on the nonhighway road you have to go through 2 lights just to get across the intersection?

This would be the same thing with a non diverging diamond interchange. One light for each left turn motion. They're not adding any more signals than usual.

I'm guessing the diverging diamond is for Loyola traffic onto the interstate? (Edit: Now that I see pics of this, I get it)
If there is a direct connector off ramp from 10 West to the airport, and from the airport to 10 East, then I'm confused as to why we really need a diverging diamond on Loyola, as most of the traffic will be on the direct connector ramps.
How is it even possible that this will take 3.5 years? 20 miles of the Katy Freeway, including two MASSIVE interchanges at the beltway and 610, were totally rebuilt, feeder roads and all, in 6 years.
Are they only working 4 hours a day, 5 days a week, and taking summers off?

I'm not a traffic engineer, so can someone explain the benefits of this design as apposed to a straight overpass...

You only have to control the north and southbound lanes via light.

Yea, I'm sure there is some benefit that makes traffic flow better, but it's not immediately apparent just by looking at the picture. Someone want to explain why this is better?
