Indictments aren’t coming from Horowitz, but Durham is another matter, which probably came from Horowitz.....

The IG cannot indict anyone. He can make recommendations, that's all.

It may be wishful thinking on my part....
But I seem to remember Horowitz making statements when testifying about the first report....
That serious questions would be answered in the second report.
